MINUTES OF HARLECH COMMUNITY COUNCIL MEETING HELD AT THE OLD LIBRARY, HARLECH AT 7.30 P.M. ON 07.11.22

MINUTES
The minutes of the meeting held on October 3rd 2022 were found to be correct.

GWYNEDD COUNCIL MATTERS
The following report was received from Cllrs. Gwynfor Owen and Annwen Hughes – Cllr. Annwen Hughes reported
that since the last meeting she had also contacted Royal Mail about moving the postbox from the high street. There was a meeting with an Officer from Royal Mail and CADW on the 21st of last month and it was agreed that the box be re-installed near the Castle. The box is now opposite the former church hall since the 26th of last month. She had also been having a conversation with Mr. Clive Jones of CADW about the benches that are along the side of the wall in front of the castle and they had agreed to renovate them jointly.She had attended the Meirionnydd Older People’s Forum on the 24th of last month with the Chairman of this Council and it was a very fruitful meeting.
Cllr. Gwynfor Owen reported that he received the usual complaints by email and phone and he also listed the different meetings that had attended along with the dates of these meetings. It has been reported that Gwynedd Council will have a £10 million funding deficit at the end of the financial year with the situation getting worse in the 2023/24 financial year.
MATTERS ARISING
Budget Plan
It was reported that the Council had spent £38,443.95 (which included bank charges) since the start of the new financial year and this was £27,903.81 less expenditure than what was earmarked in the budget for the year.
Ty Canol Signs
The Clerk reported that she had contacted Iwan Ap Trefor of Gwynedd Council about the above signs and she had received a reply stating that these signs had been purchased but unfortunately they have not reached the depot in Dolgellau. Once the Highway Department has these signs he will ensure that the installation of the signs is prioritised.
King George V Playing Field
Cllr. Christopher Braithwaite reported that he had contacted MacVenture Playground company Llangefni and showed pictures of various equipment that would suit the play park with the grant money from the Harlech and Ardudwy Cycle Group. After discussion it was agreed to book a cycling trainer and a cycling recumbent. It was agreed to take a plan out of the play area to see where each equipment would go. The Clerk reported that the new noticeboard had arrived Morfa Garage and it was agreed to ask Mr. Meirion Williams to install this on the piece of land near Morfa Shop and Cllrs. Tegid John and Christopher Braithwaite agreed to deal with this matter.
Hold a public meeting with HAL – date to be agreed
The Clerk reported that she put the above item on the agenda because it is time to hold a public meeting to see if the Council is going to continue with the precept agreement with HAL because the current 5-year agreement has expired. It was agreed to hold the public meeting in the hall and a date to be agreed in the new year.

The Treasurer reported that there was £102,556.53 in the current account and £31,115.55 in the reserve account.

CORRESPONDANCE.
Mr. David Young – Snowdonia Aerospace
Received an email from the above suggesting that it would be a good idea to hold a meeting with the Community Councils in the area to give a short presentation of what is going on at the airfield in Llanbedr. The Clerk reported that she had suggested to him that holding a meeting at the airfield early next year would be beneficial.
Gwynedd Council –Environment Department
Received a letter from the above regarding changing the 2 hour limited waiting time down to 1 hour on the side of the road opposite the former Tabernacle Chapel and stating that if the Council have any comments to make on this for them to contact them and if they have not received any comments within 28 days of the date of the latter it is assumed that there are no objections.
Gwynedd Council – Highways Department
Received a letter from the above department informing the Council that the Our Area Tidying Up Team will be visiting the area during this month.
Mr. Geraint Williams
Received a letter from the above regarding the Harlech Victorian Mop Fair stating that funding to host this Fair had ended and asking if it would be possible for the Community Council to fund the Fair. Members agreed that this would be done and stated that this had already been discussed with Mr. Williams when he came to a meeting of the Council in September.
ANY OTHER MATTER
A report was received from Cllr.Martin Hughes about the recently attended Intuitive Tidy Towns meeting and also informed that the Chairman of the Council had attended this meeting as well.
Cllr. Martin Hughes stated he will be attending the Meirionnydd Area Committee meeting of One Voice Wales on the 9th of this month.
