Motion from Cllr. Mark Lewis

Harlech Community Council offers to take ownership of the assets of HAL and lease the property to the third party identified by the HAL / Harlech Community Council joint team. That third party will pay to redevelop the site for the benefit of the community. The property and all improvements will remain the property of Harlech Community Council. To protect the community from a stalled or failed project, the lease will specify milestones that must be met or the lease will be subject to termination, at which point Harlech Community Council will dispose of the asset as best meets the needs of the community. This offer is subject to Gwynedd Council writing off all of the existing debt owed for electricity. Harlech Community Council will pay the balance (if any) of HAL’s running costs, legal costs and debts to ensure HAL is free of debt at the time of the transfer. After taking ownership, Harlech Community Council will pay the running costs of the swimming pool site (about £500 per month) until the lease is finalized.
