MINUTES OF HARLECH COMMUNITY COUNCIL MEETING HELD AT THE BAND ROOM, HARLECH AT 7.30 P.M. ON 07.03.22

PRESENT
Cllrs. Edwina Evans (Vice Chairman), Christopher Braithwaite, Martin Hughes, Tegid John, Thomas Mort, GordonHowie, Wendy Williams and Cllr. Gwynfor Owen (Gwynedd Council).
In theabsence of the Chairman the Chair was taken by the Vice Chairman.
MINUTES
The minutes of the meeting held on February7th 2022 were found to be correct.
DECLARATIONOF INTEREST
Cllr Edwina Evans declared an interestin the financial application of The Old Library and Memorial Hall and signed aPersonal Declaration of Interest document and did not take part in thediscussion.
Cllr Martin Hughes declared an interestin the Old Library's financial application and signed a Personal Declaration ofInterest document and did not take part in the discussion.
GWYNEDD COUNCIL MATTERS
The following report was receivedfrom Cllr. Gwynfor Owen –It was reported, that at a meeting of the Full Council that a decision had beenmade to obtain free transport from September this year for children attendingColeg Meirion Dwyfor, that Council tax was rising by 2.9%. Work to upgradeHarlech station will be carried out in the future. Cllr. Owen said that some ofhis time was going to help individuals with grant applications and also dealingwith complaints from ADRA tenants. He won't be holding surgeries in April andMay because of the election.
MATTERSARISING
BudgetPlan
It was reported that the Council had spent£83,381.69 (whichincluded bank charges) since the start of the new financial year and this was £16,431.79 more expenditurethan what was earmarked in the budgetfor the year.
The Clerk reported that she had not heardfrom Mr. Richard John with regards to the above matter but that she had had aconversation with Mr. Aled Lloyd from the National Park about the issue andthat he was going to discuss the matter with Mr. John and ask him to put plansin as soon as possible. The Clerk reported further that she had been informedthat the plans had now been submitted to the National Park.
King GeorgeV Playing Field
Cllr. Christopher Braithwaite said that he hadcontacted a company with G. L. Jones, Bethesda and Macventure Playgrounds, toask them to visit the site and provide a quote of what would cost to repair thenecessary equipment. Cllr. Braithwaite further stated that it had receivedprices from these two companies for 2 new rockers, 2 basket swings together witha price for the repairs that are needed. It was agreed to accept the price ofG. L. Jones, Bethesda and to wait until the next meeting to see the feedback thatCllr. Emma Howie had received following the online survey.
Gas Tanks onNature Trail Land
The Clerk reported that she had not heard anything with regards to theabove matter since the last Council meeting.

Opening of Grass CuttingTenders
The Clerk reported that she had received 1 tender to carry out theabove work from Mr. Meirion Griffith, Islwyn Talsarnau for £13.00 per hour tocut the grass on the public footpaths and the public cemetery. It was alsoagreed to accept this tender. It was alsoagreed to accept the price of Mr. Gareth John Williams to cut the grass in the kingGeorge playing field grass and the football pitch again this year which is £58for cutting the football field, £36 for cutting around the swings and £84 tocut the rest of the field.

The Clerkreported that she had received a letter together with a map from the above regardingproposed parking restrictions and asking whether Members had any comments togive on the proposed installation of double yellow lines opposite Pant Mawr entrance.
Ms Leah John
Received an e-mail from the aboveasking for permission to place a bench on Penygraig in memory of her Mother. Itwas agreed to give permission for this bench to be installed.
Mr. Joe Patton
Received an e-mail from the aboveasking if the Council would consider planting wild flowers in the WI corner byKing George playing field. It was agreed for this to be done and ask Mr. Pattonto be responsible for the project.
Harlech & ArdudwyLeisure
Received a letter from the above askingformally if the Council would agree to release the first payment of the preceptplan in April this year instead of May. It was agreed for this to be done.

ANY OTHER MATTER
It wasreported that a Community Engagement meeting was being held by Harlech andArdudwy Leisure at 7.30 p.m. on the 17th of this month.
It wasreported that some were asking if the ditch running from the Morfa Shop towardsthe Golf had been cleaned and it was confirmed that this had been done.
Cllr. MartinHughes stated that a meeting of the Meirionnydd Area committee of One Voice Walesis being held on the 9th of this month.
It wasreported that a tree had come down across the upper path at Bron y Graig NatureTrail.
It wasagreed to re-commence holding the meetings in the Old Library from next month.
