MINUTESOF HARLECH COMMUNITY COUNCIL MEETING HELD AT THE OLD LIBRARY, HARLECH AT 7.30P.M. ON 3.6.19

 

APOLOGIES

PRESENT

Cllrs. Huw Jones (Chairman),  FreyaBentham (Vice Chairman), Ceri Griffith, Elfyn Anwyl, Sian Roberts, Edwina Evans, CaerwynRoberts , Wendy Williams, Martin Hughes, Thomas Mort.

 

TheChairman welcomed Mr. Arfon Hughes and Ms Vicky Kelly to the meeting to discussthe latest regarding housing in Harlech. Copies of a report that had beenprepared by them  showing a Housing NeedSurvey in the area and we went through this report and it was made known thatthis report will be active for the next 5 years. It was agreed to send a letterto Grwp Cynefin, CCG and Snowdonia National Park stating that this Councilsupports any housing development in the area because of the dire need that isneeded here.

 

TheChairman extended the Council’s congratulations to Cllr. Elfyn Anwyl on beenappointed Assistant Headteacher at Ysgol Ardudwy and wished him well in thefuture.

TheChairman extended the Council’s congratulations to Cllr. Edwina Evans on beenelected Vice Chair of the Gwynedd and Anglesey W.I Federation .

TheChairman extended the Council’s  sympathywith Mrs Eirlys Williams and family Tanforhesgan following the death of Mr.Idris Williams.

 

MINUTES

The minutes of the meeting held on May 13th2019 were found to be correct.

 

DECLARATIONOF INTEREST

No Member declared an interest onany matter.

 

MATTERSARISING

BudgetPlan

It was reported that the Council had spent£12,129.69 sincethe start of the new financial year and this was £14,339.76 less expenditurethan what  was earmarked in the budgetfor the year. This was because the cost of £10,000 as a contribution to keepthe public toilets open had not been spent, cutting the grass on the publicfootpaths (£572 earmarked so far) and the cost of cutting the grass of thepublic cemetery (£715 earmarked so far) does not get payed until November, only£480 cost had been with the cemetery (£580 earmarked), or the public seats(£375 earmarked). The Council’s insurance was only £1,400 and £2,000 had beenearmarked.

 

Bron y Graig Nature Trail

Cllr.Huw Jones reported that Mr. Meirion Evans had started the work that on the boundarywall on the above site and also he had asked him to re-build the wall that hasfallen near the allotments. Also the Clerk reported that she had heard nothingfrom Cllr. Judith Strevens with regard to signage.

 

Land between Sibrwd y Mor and Wern y Wylan

It was madeknown that a planning application had been put in on this land around 1980 andit was agreed to ask around for any information with regard to Ellinor Neves.

Toilets by the Castle

The Clerkreported that she had received a further e-mail from Gwynedd Council regardingthe above stating that matter were moving ahead and they were hoping that thefinal version of the Lease Heads of Terms ready next week and then they will beable to transfer the asset to this Council sometime this month. The Clerkreported that Gwynedd Council had asked for a copy of the Council’s insurancepolicy and that she had sent it to them. Also the Clerk reported further thatMr. Phil Griffiths had agreed to add these toilets to his list of toilets thathe cleans and this Council agreed to pay him the same terms as Gwynedd Councildo and also ask if they have got a contract template that this Council coulduse. It was agreed to ask Gwynedd Council if they intend to inspect thesetoilets carefully and any necessary work needed carried out by them before theyopen and being transferred to the Council.

 

Standing Orders, Financial Regulations andMembers Interest

TheClerk reported that she had not finished translating the above regulations andthat they would be available by the next meeting.

 

Inspection of bus shelters, cemetery, play parksand other areas

Cllr.Elfyn Anwyl  apologised that he had notpresented this report to the Council sooner and he reported that he had beenaround the necessary places and the worst problem was with the benches indifferent locations and no work had been carried out on them. He also reportedthat there is a need to weed outside the public cemetery gates. The Chairmasreported that he had given a list again to Mr. Gareth Jones regarding the workthat he needed to carry out on the benches. The Chairman agreed to carry outthe inspection the next month.

 

Harlech Regeneration Group

Cllr.Freya Bentham reported that there was nothing to report from the above groupsince the last Council meeting.

 

KingGeorge V playing field

TheClerk reported that she had received a complaint that a child had fallen intosome dog mess on the football field and also concern had been voiced that thegates along the road side were not been shut. Concern was voiced that this hadhappened on the football field although there are “no dogs” signs on the gatesand also that the gates were being left open and it was agreed to keep an eyeon the situation.

 

Harlech and Ardudwy Leisure Board Meeting

It wasreported that no meeting of the above had been held since the last Councilmeeting and that the next meeting will be held on the 20th June.

 

Gwynedd Council Matters

Cllr. Freya Bentham reported that she had ameeting with regard to the Coleg site with different agencies present and alsothat a meeting had been arranged with Iwan Ap Trefor from Gwynedd Council withregard to the speeding on the Morfa Road.

The Treasurer reported that there was £25,688.03 in the bank, £31,028.72in the reserve account,  £200.00 in theChairman’s account and £2.82 in the cemetery account.

CORRESPONDANCE

Gwynedd Council – Highways Department

Received aletter from the above together with an agreement regarding the public toiletsand asking the Council to sign both copies and return one back. It was agreedthat the Chairman signed the agreement on behalf of the Council.

 

One Voice Wales

The Clerkreported that she had received an e-mail from the above together with a copy ofModel Local Resolution Protocol for the Council and asking for the Council toadopt this. The Clerk reported further that she had already forwarded this toevery Member. Next month’s agenda.

 

ANY OTHER MATTER

Concern wasvoiced that a stone had come loose in the plinth and the Chairman agreed to askMr. Meirion Evans to repair it.

Concern wasvoiced that around the War Memorial looked untidy and it was agreed to ask Mr. Meirion Griffith to tidy theplace up.

Cllr. MartinHughes reported that he had received an e-mail from Mrs Linda Soar regardingthe Charity Commission information to do with Trustees of the Memorial Hall andit was agreed to wait unti Mr. James Maxwell was home to discuss the matterfurther.

It was agreedthat Cllr. Martin Hughes will give a presentation to the Council in the nextmeeting on his recent visit to Ireland.
